Those "FORCED AUCTION" signs are popping up all over again. How does this scam work.

They're back, now in an even more obnoxious bright red color. I see these things pop up on every sign and light pole in my neighborhood every few months. It's obviously some kind of scam, but how exactly does it work? Has anyone ever tried calling the number?
