Thinking of reporting animal cruelty on neighbors

Neighbor keeps their dogs and puppies in the yard with no water in the bowl. Also two dogs are kept in a kennel for long periods of time. I have only seen them feed the dogs and puppies at night. Who do I call? I am very scared. My neighbors look scary. I have already approached them regarding the aituation and now I am scared.
