Houston, TX: There is a vagrant scammer (CC, Bank accounts) here in Houston but I don’t know what to do about it (no solid proof)

If no one wants to read my long ass story, the tl;dr version is this: This Houstonian man who was stealing people’s credit cards and identities stayed at a hotel I worked at, and when (by coincidence) came into my life again, he is still doing the same thing, but the police aren’t interested as I have no solid proof.
I have no clue how to start this, but I have had this on my mind the last two years, and figure I would try and let people know about him one last time before I try to get this out of my mind. Maybe someone can give me some advice on how to tell the right person or maybe I should just forget about the whole thing. IDK.
There is a scammer that hops from hotel to hotel here in Houston, and I tried reporting him in 2022, and again last week, but the police don’t seem to be interested in him since I have no concrete proof. I even got scolded by the last cop for wasting his time on “nothing more than a hunch”.
So about 2 years ago I was working at a hotel here in Houston, and there was a man that was checked in (not by me) that stayed I guess for about a week or two. The man was very friendly with me, to where we even changed phone numbers, however when he came down to renew his reservation, he had run of out points to get ‘free’ nights (he booked using “choice privileges” – basically an app where you save up points for free nights, gift cards, etc.). When I told him that he would have to pay with a credit card, as he had no points, he handed me different credit cards with different people’s names… I told him I would have to see his ID, but he said he didn’t have it on him, at this point my manager came in and just used whatever card worked, as I told her I was uncomfortable with charging a card under my name when clearly there is something wrong. (My manager let a lot of weird and illegal things happen in that place, and I am glad I no longer work there.)
When he called me after a week or so (I worked nights and he was usually asleep early so I rarely saw him after that) we had some small talk, then I asked what his real name was since I am pretty sure his real name wasn’t the one on the account.. he told me the truth after some pushing, and when I asked who’s name that was he used, he said it was his friend (it wasn’t). When our hotel had to kick this guy out a few days later due to lack of payment, he would call me begging me to get my manager to change her mind, and he would wait outside of my job and watch and call to see if I was working. After about a month of creepy phone calls to my job and personal phone asking for money, he eventually left me alone. At this time (Summer 2022), I tried to get in contact with the name his reservation was under, as maybe then he could press charges and then the police could investigate this man, but the dude never answered or read my messages I sent on social media, so I just kinda forgot about it until…
A couple of months ago my friend (now ex, read my previous post) was talking about a man that was offering to buy her luxurious things, and would pay for all of her stuff, when I looked at who it was, it was the scammer (small world)! So checking up on his social media, he still is staying at hotels changing them every week or so, and when my friend tried to see what he did for a living, he kept talking about how he “manages” credit cards, and then showed her on video chat a whole floor covered in what looked like bank account statements. He offered to pay for her phone bill for example, but would weirdly give her account numbers and routing numbers, it was very weird, but I told her that I knew he was scamming, I just didn’t know how. Somehow he would always be out buying luxury goods, he even sent pictures of a lot of the stuff I know he can't afford.
I eventually got into contact from the guy whose name the reservation was in, but he said that they were not friends, as he never knew the guy, and when I asked him, he said he wasn’t worried about it, so I figure this would be my last shot at trying to do something about this whole thing. If reddit isn’t interested, I guess I will let it be.
Not sure if it belongs here, but since this is happening in Houston, I figure it does. I don’t know what the rules are on naming this person, I don't even know if this kind of post is allowed, but I would like for the mods to give me the okay, so people here can stay clear of him. Yes I am bad at writing.
