The times on the 290 HOV lanes seem wrong — Whom to contact?

I am talking about the HOV lanes that are just separated with a dashed strip, not the ones with concrete barriers. The inbound (290 East) HOV lane says it can be used only in the evening, which makes no sense because the heavy inbound traffic is in the morning. The outbound (290 West) HOV lane says it can be used only in the morning, which makes no sense because the heavy outbound traffic is in the evening. It seems like the signs are switched across the inbound and outbound lanes. Does anyone know whom to contact about this?
