The suspended cases "scandal" is a hatchet job to get rid of Troy Finner

Retired cop here, 35 years, not HPD, but close by and over 20 years with a major city as a detective. No big city has the staffing to fully investigate all cases, even sexual assault. If there are no 'solvability factors', every big city has to triage those cases and only assign those with a chance of actually solving them. No police agency has enough officers to do the kind of investigation those cases deserve or need. So, what HPD did isn't unusual. Every major city in the country has to ration its investigative resources and that's why even felony cases get "suspended." Most of the cases HPD suspended are probably "he said, she said" cases, which are awful. How can a cop solve those? It's all based on credibility. Now, should they all be presented to the prosecutor for a decision? Maybe, but even that takes hours and hours of work and when you don't even have enough cops to respond to 911 calls in a timely fashion, many agencies just 'suspend' them. Is it right? No, it's not. Is it reality? Yes, unfortunately. So, this is an attempt to get rid of Finner and establish 'review boards' who are going to direct HPD to investigate cases that they don't have the resources to investigate. Then, it'll just repeat in 5-10 years, when the new mayor needs a reason to get rid of another Chief. It's ugly local politics that's all. And it sucks for the victims that our criminal justice system is so poorly funded at all levels.
