The grand parkway toll is a SCAM

In about less than 5 miles and I went through 4 damn tolls. Why is this city infested in tolls? I notice they build these new subdivisions right next to the tollway so you have no choice but to take a toll if you want to get out of the neighborhood.

FYI I don’t live over there. I was visiting a friend in this area(59 near Richmond) and this was my first time out there. I thought it would be like the beltway
