The galleria bake sale plan

Hey y’all, I really need to ask about The Galleria’s code of conduct. I was planning on bringing a tbr cart in the mall but I’m not really sure if they let that in. I couldn’t afford a permit but I guarantee I follow the cottage rules I wore gloves and followed a recipe exactly. I couldn’t afford transportation but I just need to know if they let the cart in if not please tell me other ways I can start my baking business in Houston without transportation money and a permit. I really need some money to pay for my parents at the age of 16.
