The Abbey and Conservice

Okay so I'm extremely confused I hope someone can explain or lmk if they experience the same. So currently I'm living at The Abbey At Energy Corridor in Houston Tx. I moved in last week of October and I didn't receive my first utility bill until January. It was $70 I thought it was normal because I've never had experience with renting. However this month the bill was $83 and I was concerned why it was night when I look through the break down my sewer was charging more than my actual water usage!! Then I get an email saying some weird s**t that I don't understand. To me it sounds like they are charging everyone more than usually because Conservice did pay. I'll post the photo of my bills and the email received. Lmk your guys opinion or if you've gotten the same issue.
