Texas LLC business creation & license guidance / help

I am anticipating a substantial wave of layoffs so I am preparing myself. I probably be doing some consulting on the side if I can find opportunities.

Given the current situation is there any help in Texas to create and license a small LLC business?

Or does anyone knows a cost elective way to start the LLC and get the license? I would hate to pay someone $500 or more to do all that paper work for me.
