Terry Hershey Park construction

Does anybody know what they are doing in the park? They’ve excavated a huge hole just across the bayou from the anthills. It looks to be about maybe 20 or 25 ft deep and 4 levels deep. Does anybody know what they are doing? I figure it’s related to water drainage but didn’t see anything recent online
