Tax Offices and DPS closed?

I have an expired car registration, and even after getting my inspection finished I have found it’s impossible to get the actual sticker. It’s too long expired to do it online, can’t do it at a grocery store, and everything points to “talk to the DPS”. Call up the DPS and it says to talk to the local tax office. Call the local tax office for Harris and it’s closed. In the middle of the day. On a weekday.

I’m worried I’ll get pulled over and I have no recourse? I’m many months expired and want to fix it desperately, but the way this is being managed I have no idea how to. Super frustrating.
