Swimming teams

I have a 4 year old daughter and I want her to join a swim team at some point. I’m a young mom and don’t have any guidance on how putting your child into teams even works or where to find a team or what makes a good team. She doesn’t know how to swim yet so would the first step be swim classes? Is there swim teams for 4 year olds? Any guidance is appreciated.
