Suggestions for places to take your dog in the cold weather?

Normally I walk my dog at least twice a day but those have been cut short because of the cold cold weather, wind chill, and rain. I also try to take him to the dog park weekly but again same problem with the weather.

Does anyone have any suggestions for dog-friendly places in Houston? Trying to give my dog a change of scenery.
