Struggling to find good employees

I own a graphics/sign business in Houston and ever since Covid we have struggled to find good, dependable employees with at least SOME work ethic. I just don’t understand what has happened. We mostly need installers. Yes, it’s a manual labor job, but it’s not grueling work. It’s basically hanging stuff up on walls in air conditioned spaces. We pay starting at $15 for absolutely zero experience and most make around $18, some make more. This isn’t meant to be a life long, career position – just a job for the younger folks or others who need work. At this point I’m down to 3 people when I really need at least 6. I can’t get anyone to respond to job postings, or when I do and I hire them, they are gone by the next month because they have bad attitudes, don’t show up, etc.

Do any other employers have this issue? Does anyone know where I can find employees? I’m just at a total loss. I’ve tried multiple online job boards (that I paid ridiculous amounts of money for), Facebook, neighborhood app, workforce commission. I don’t know what to do anymore.
