Store recommendations for Magic prerelease event

My brother lives in the 77063 zip code (Memorial West area). He hasn't played Magic in person since the 90's, but we often play together on Discord. He seems really excited about the Final Fantasy set so I want to get him a gift card to go to a prerelease event.

Can anyone recommend stores that aren't likely to be too crowded or overpriced? Where the atendees don't take events too seriously (welcoming to newbies).

Here in Lexington, KY I'm spoiled with a store that only charges $15 to enter drafts, and they include prizes. Prereleases are comparatively priced. I've heard this is extremely rare, but I'd rather not pay like more than $70 for the prerelease.
