Stolen dog with video evidence. Who to contact?

My neighbors dog was taken this morning. We have clear video evidence of the person picking up the dog carrying it to their car, and the car driving away. Clear footage of the person, car and license plate.

Given that the police are not always the most helpful people… Who else can my neighbor contact to help find her dog?
