Stolen Chevy Silverado from my apartment near Rice Village

My boyfriend's truck (Chevy Silverado) was stolen out of our apartment garage two weeks ago. Four days later, a nice person noticed the truck, abandoned in a parking lot, and reported it to the police. We were so happy to have it back, but it was missing a bunch of expensive items and was trashed by the thieves. There was two bullet holes on the exterior, keyhole drilled through, and interior parts missing. Today we got the car back from the repair shop and we parked it right in front of our window on the side of the apartment. 30 minutes after parking, we witnessed some guys drilling a new hole and opening the hood to unplug the truck's computer system. We ran out and took pictures of the car and scared them off, but barely saw the two men.

We believe that it could be the same people. My apartment says they will not legally become involved with ANY investigating for us. They won't even check the footage to see if there are clues between the two happenings. The police never assigned someone to the first incident. We are now waiting on the second police report. We have to wait the whole weekend to find out if someone will be assigned to us. I have a picture of the suspect's license plate.

We moved the truck to another location in the meantime.

Is there anything I can do? I want my boyfriend to be repaid for all of the damage and theft. He now wants to sell his truck because it's commonly targeted for theft. P.S. His insurance only covers liability.
