Steak 48 bar seating

We enjoy the Steak 48 in River oaks off Westheimer for some good people watching at the main bar on Fri / Sat nights. But it's always packed..we tried calling to make a reservation but were told it's first come basis. What's frustrating is that when we DO get there, there are reserved signs by open bar seats.

Do you all know how they work? Do we need some type of 'inside man' to get seats lol.
