Starting a subdivision

I will be running into quite a lot of money in the near future and I decided instead of spending it on nice cars and houses I’d do something to help other people. I want to create a small community/ subdivision for single mothers. Each lot would Ideally have a small house on each lot, with each lot being around 1000sf or so. This would be based in Houston or the surrounding municipalities. How feasible is a project like this? The Idea is to have around 100 lots but this can change. Any Ideas about zoning and if it’s even possible to have lots that small legally? Please give me your thoughts and ideas. Positive and negative.

Edit: After hearing from multiple people across multiple subs, I agree that this is all but impossible. But I’m not going to let that stop me from helping single mothers. There’s other legal avenues and I’m going to look into those. Thank you all.
