Some places are not in police districts.

I am working on creating a crime map to better understand Houston. While examining the Houston Police Department district map, I noticed two areas that are not assigned to any police district (not colored). Could someone explain why these areas are excluded from the districts? Are there any reasons? submitted by /u/Tsunami325 |
