Sold a car without safety features

I have a friend who was sold a car in Houston without safety features. The car had been in an accident and is a rebuilt car. Friend knew that the driver's side airbags needed to be replaced. What friend was not told was that because the sensors are all one time use none of the passenger airbags work, and the driver's side seat belt doesn't lock when quickly pulled down on. Friend didn't find all this out till a year after having the car. Thoughts on what can/should be done?
