Solar Question Enphase IQ8 Micro inverters and Centerpoint PTO

Has anyone installed solar recently with the latest IQ8 micro inverters from Enphase and been able to get PTO granted from Centerpoint? They are stating something about a lab test in California stated the output of the beta micro inverter was 298 and the requirement is 290 which is what Enphase says they are rated at, but this "lab" in California that most of the utilities follow is stating the output is 298… So Centerpoint is not granting PTO.
