Single Member Panel or Full Three Member Panel for ARB Protest?

Background: My house caught one fire back in feb 2024 and was announced total loss. Just received HCAD value notice and decided to try the in person ARB protest this year, as the house is total loss so we believe the market value should be just the land value and I doubt I can do isettle for that.

Never been to ARB before so looking for tips, recommendations. I was also presented with the option to choose single vs 3 member panel so not sure which one is better? And is there any chance at all they will make land value offer (am I being unrealistic?) as for sure we can't sell the house as-is with the typical market value. The house is molded and gross as we are still working with insurance so we plan to bring photos of the damages to ARB.
