Shoulder specialist recommendation

I have some ongoing issues with my shoulders. One has a partially torn rotator cuff. Other had had a severely limited range of motion for decade. Hoping to get a second opinion on rotator cuff/surgery as well as a look at the other issue. Anyone in the greater Houston area.
