Should I report stray cat to animal control?

There's a stray cat that is always roaming our apartment complex. No one owns the kitty, but community members will often pet and feed her. In the past few days, kitty is visibly disturbed by the cold weather, but no one is taking her in. Yesterday, she tried to enter my home but my mom is allergic to cats so I had to stop her. I know people are very sweet towards her but would taking her to the local adoption shelter be a kinder option?
