Shopping carts

I live very close to the corner of Waugh and West Dallas and this morning I counted 13 abandoned shopping carts in front of Whole Foods. It’s kinda an eye sore and every day I feel like more appear haha.

Out of curiosity, who is actually responsible for getting these removed? Would it technically be Whole Foods? It’s an assortment of shopping carts from different stores lol
