Shepherd, Durham, 11th Construction

Forgive my naïveté, I’m moving to the Heights soon and I am unfamiliar with Houston. Is it true that there will be constant construction on Shepard/Durham and 11th St. for the next few years? How are people on the west side of the Heights supposed to be able to get around or commute if they close all these streets at the same time?
