[Serious] Question About Harris County Jail: General Population or Mental Illness Population. I have a friend who needs help.

I'm not sure exactly what the ward she is in is called, but she was sent to a cell block with people who are "mentally ill". She is wandering if it would be worth requesting a transfer to general population? She is there for a few months and aside from the terrible sanitation and some of her cell mates I don't think she needs to be in that setting if general population is less chaotic and messy.
