Seeking Auto Broker for Private Party Transaction

I am coming in from out of state to purchase a car in cash. The car has a lien on it, and the title is held by USAA. I am seeking someone who can help broker this transaction so I can ideally drive away with 30 day tags, notarized bill of sale, and confirmation of the payoff.
