Seeking advice on finding a place to stay

I'm trying to help my sister (73) and het husband (76) find a apt or house to rent. They have poor credit (550) and recent open eviction that happened when they got sick and could not pay rent. These 2nd chance apartment places are scams. They want you to pay $$ up front gor listings that either are false or they add so much $$ to the rent or deposits they cannot afford it or the place is just horrible. People offering rentals on Facebook are scams. Houston housing authority wait list is closed.

Does anyone have any suggestions??
