Say you are driving at night and the car behind you flashes his high beams, what is your reaction?

I’ve tried so many times to warn people that their lights are off at night or when is raining and never works. I must have done this in 50 different instances and I think maybe once the person actually went ahead and turn their lights on. What is wrong with drivers in Houston?
