Saw this cat under a vehicle in a Wal-Mart . Barely responds like it’s partially deaf and blind. Eyes kinda bulging/hazy. seems to be dying. Tried the shelter in Missouri City and Sugarland, they can’t cuz its under a car and walmart is private property. Not a cat person myself. Who else to call?
