Running track?

I’m spending the weekend here, I’m trying to find a track to run on for Monday.

I’m near Rice but I’ve heard it’s not open; am I able to run at Bellaire or Lamar?

Also are there certain times the tracks are open; or other public 400m tracks that are always open?
