Rules question: error at 2nd a force out?

In that error just now in the 6th at second base, the Braves 2B (i never know names) caught it and tagged, but dropped it on the handoff. Since 1st base was occupied, why wasnt the play a force out at second?

Dont get me wrong, I'll take the call but we want the title fair this year to shut people like Bryan Cranston up.
