Rookie Complex League Teams

I am trying to better understand the new minor league structure and curious about these revamped Rookie Complex Teams (Orance and Blue) I was trying to figure where the Astros prospects were sent post draft.

In the past, there was short season and Rookie Leagues. Now that they have these new Rookie Complex teams. Can someone answer a few questions?

Questions:

Are the teams the same level of do they have a hierarchy? Meaning do more advanced/ post college prospects go to Orange and High School go to Blue?

Were these league established to just cut travel costs over the old system?

Other then some roster expereince rules (no more then 3 players on roster w over 4 years of exp), are there any special roster rules in these leagues?

Has anyone gone to the games? What qas their experiences?

Are teams using rookie leagues when the say a player is going to " extended spring training"?
