Rolling Brownouts/blackouts?

This morning at like 6 o'clock we had a power outage that lasted about five hours. Just a couple of hours ago I had a few bouts of the power cutting in and out every half hour or so? Is it just my area (Which I'm moving out of shortly) or is this something happening elsewhere in the city? Didn't really see reports on what is going on, even my power company didn't say anything about outages this week/weekend?
