Right of Way?

I have moved here recently for work from a mountain state. Back home, the right of way was always given to people on foot and bicyclists yielded. Alternatively, the person going uphill got the right of way. (But that’s not really a factor here). But from what I can tell from spending time on the memorial trails, bicyclists always act like they have the right of way here and will expect hikers/runners/walkers to move. As someone who both rides and walks, I find this so backwards. Is it just a different system here? Like I can understand why pedestrians always yielding might be a good idea, especially on crowded trails. But it is just such a difference from how I grew up, and I never see any signs explaining the right of way rules so thought I would ask here. Who gets the right of way in Houston? Bikes or people on foot?
