Returning green recycling bin

I have one of the large green curbside recycling bins that the City of Houston provided, except this one has a cracked lid so it was replaced with a new one. However the old one is still sitting in the backyard collecting rainwater. How can I return it (besides for finding a dumpster somewhere)?
