Resources for ex-felons?

My brother is trying to do right and stay outside prison and on the right side of the law. He’s moved away from all the wrong people he knows from another state to stay with me. However, I have no idea how to help him get on his feet. Everywhere he tried to apply for a job is either not hiring or not hiring him. He was certified for MIG welding in prison but will take anything he can reliably get to. He doesn’t have a car or license and we live in the Fresno area. Does anyone have any info or ideas to lift him out of this lifestyle and into society? Sorry for the wall of text.
