Replacing out of state DL w TX license but DPS is closed

I got a speeding ticket a couple weeks ago and can’t take the safety course to get it removed from my record unless I have a TX license. I just recently moved here which is why I haven’t replaced it yet. I talked to a judge and she gave me a 60 day extension on my court date but who knows if DPS will reopen and them actually get me the physical license in time.

Anyone know if there are any options here?
