Replace my front license plate

I was in a car accident and my front license plate was damaged. I need to get a new one. I looked at the tax assessor's website and I found the application to get a replacement. Do I need to actually physically go to the tax assessor's office or can I just mail them the application and the fee? Does anyone know the answer to this?
