Renters advocacy group (Mediators needed)

Im trying to find a working number for a renters advocacy group in Harris County. Ive come across a few websites but each number i call goes to some "non working extension" recording.

I need to get a mediator group to send a letter to my apt complex because the facilities manager and their staff hasnt been able to solve the issues since Sept 16th of 2024.

tenants using drugs in child play areas

loose dogs (3x)

physical fights between tenants next door (2x)

police arriving twice in the same day to settle them down (2x)

loud noises after hours through the walls (2x)

All the listed items above are from a SINGLE tenant next door that i encountered and they all took place in the first 12 hours of them being here.

Tenants upstairs pounding on their floor so much is making my kitchen lights swing a bit.
ranging from 30 minutes to a few hours at a time almost ever day if not every other day. (This is no exaggerating)

Twice ive had "company" at my home that became so embarrassed for me at the noise levels, they decided to leave.

The office keeps saying "we will contact the tenant and bla bla" and they do. they discuss, or notify them. They even state there will be extra charges against them. Its been 9+ months. Nothing has changed.

I have video of the lights moving around with the noise in the back.
i have copies of all the email chains going back from today (because more happened today) all the way to September of 2024. The first email started just two weeks after i arrived here.

I am having trouble finding someone to forward this to as a case. I dont need a lawyer, i need an advocacy group. i still pay my rent and ive never had a notice against me since being here.

I dont want to ditch my lease but i want to be allowed to leave and move on.
