Rent Prices on the rise again? A Focus on the lower end of "luxury" apartments

When I moved to the Tanglewood area last year, rental prices here (to the west of Memorial Park) and those to directly east of Memorial Park were about $1350-$1600 for 1BR. Now I'm noticing that they have risen to $1450-$1800. Is anyone at apartment complexes like The Left Bank, the Virage, and Highpoint Uptown experiencing significant rate increases?

I keep hearing that rental prices are coming down in Houston, but that doesn't seem to be the case for what used to be the $1300-$1600 "nice but not excessively nice" bracket.
