Reliant Park parking lot outdoor event?

There appears to be a stage and a bunch of cones set up in one of the parking lots across Kirby from Reliant. It is west of the stadium and just north of the training tent thing . I saw it on my way back down McNee road from the Main/OST Target. Anybody have any idea what's going on? There's nothing on Reliant Park's site. It is 545 pm on Thursday, October 29.
