Regulations on large trash questions

Hello, I’m a recent home owner and I have been doing some renovations on my house. Currently I have been replacing the soffit and getting rid of the old as it was made out of wood and had been showing signs of heavy wear. I had disposed of some of the old soffit in the front yard where the collection was supposed to happen on the 4th, but forward to today I had a city inspections guy? Show up and tell us that they had to take a picture of us moving the stuff or we’d get citation? Was this most likely a complaint call, forgot to mention I have a neighbor that is very picky
