my parents were driving and encountered a reckless driver who cut them off on a left turn instead of slowing down and going behind them and my father (driver) responsded with brake checking them and then the reckless driver responded with moving into the left lane and staying very close to them. they want me to report the video to the police which im sort of hesitating on since i don't even know who to report it to and im not sure if the reckless driver will be penalized or if it will be my father since he brake checked, please help
