Random waterbill?

So this is a long shot, just asking because i am confused. Just for context, I live in a rental property in Northeast Harris county (Near Lake Houston) , which because of proximity to the lake I get city services, Water, Trash/Recycle etc. I do not pay COH ever, the company I rent through uses a 3rd party (Conservice) to manage utility bills.

Today I check my mail and low and behold I have a bill from COH, it is addressed:

No Customer
1234 street

City , State Zip

The bill is for water service and on the bill it says :

Customer Name: No Customer

However they are billing me $555 for meter readings of previous/current (50) .

I am confused with this, because I don't have an account with the city and all of my bills are paid monthly with my rent so there is no way I would be behind because I would also likely not be living here anymore.

Has anyone else, renters specifically seen this before? I am going to call the company I rent through, but they aren't open unless it is an emergency until Monday.
