Quiet places to live in Houston?

Good morning Everyone,

I want to thanks in advance for your response to this question. Im currently living in Channelview (East Houston) where noise ordinance is non-existent (there is not HOA) and even calling the police is a loss of time (they never come.)

Can somebody recommend me a good neighborhood/area where there are some kind of rules? Im not asking for the perfect neighborhood, but a place where people have a respect for each other sleep/peace.
