Question: Is it legal to ride an Uber with a 2 year old without a baby car seat?

I'm traveling from Mexico to Houston at the end of October with my 2 year old baby and my wife. I'll be there only 4 days on vacation. We are not renting a car and we're planning to move in Uber, Is it ilegal to do it without the baby car seat? I'm so confused about the laws in Houston 🫠 What small, cheap option I can buy to secure my baby that is legal? Or we should be fine without one? Any advice will be really appreciatted.
