Question about voting

So this upcoming presidential election will be the first election that I’m eligible to vote. (Wasn’t old enough in 2016)

I’m wondering if it is possible to vote in a different county than where my address is? I live in Harris county. I’ll be voting in person. Also when is the deadline to register?
